Study on the Informal Economy for Recommendations to Expand Social Security Coverage in Angola

Angola • 2025 • International Labour Organization (ILO)
Context
Angola has a high level of informality, with over 80% of its economically active population working informally, predominantly affecting women, youth, and rural populations.
Problem Faced
The prevalence of informality severely limits access to social protection, creating significant socio-economic vulnerability and inequality.
Approach Used
A comprehensive and participatory diagnostic study combining quantitative and qualitative methodologies, guided by ILO standards and involving tripartite social dialogue.
Results Achieved
Clear identification of priority groups, barriers to formalization, and actionable policy measures, along with a strategic roadmap to extend social security coverage to informal workers.
Link to the SDGs
This study contributes directly to SDG 1 (No Poverty), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 10 (Reduced Inequalities) by promoting the extension of social protection coverage and fostering the transition from informal to formal employment, thus improving livelihoods and reducing socio-economic vulnerabilities.

A Comparative Public Policy Study on Affordable Housing across Europe

Europe • 2025
Context
Europe is facing a deepening affordable housing crisis: nearly 36% of mayors report housing is currently unaffordable in their cities, prompting EU and EIB action plans with over €30 billion for investment.
Problem Faced
Low and middle-income households (including young adults, migrants, and renters) are increasingly priced out of housing, leading to social exclusion and widening inequality across European urban centers.
Approach Used
Comparative analysis of housing policies in several European cities, examining innovative financing mechanisms, regulatory frameworks, and public-private partnerships to identify best practices and scalable solutions. This research also benefits from a new partnership with NOVASBE - Leadership for Impact Student Club.
Results Achieved
Development of a comprehensive policy framework with actionable recommendations for municipal governments, including innovative financing models and regulatory reforms to increase affordable housing supply.
Link to the SDGs
This study directly supports SDG 11 (Sustainable Cities and Communities) and SDG 10 (Reduced Inequalities) by promoting inclusive urban development and ensuring access to adequate, safe, and affordable housing for all, particularly vulnerable populations.
